Moscow, Feb 21 (Prensa Latina) Russian President Vladimir Putin today signed the decrees on the recognition of the independence and sovereignty of the Donetsk People's Republic (DPR) and Lugansk People's Republic (PRL), together with the leaders of those territories from Donbass.
