Montevideo, Dec 7 (Prensa Latina) The Uruguayan Fuel and Cement Union Federation (FANCAP, in Spanish) blamed the president of the state-owned company ANCAP, Alejandro Stipanicic, for the extreme measure of stopping a refinery.
