Minsk, Apr 20 (Prensa Latina) Belarus President Alexander Lukashenko congratulated Cuban President Miguel Diaz-Canel on his birthday and on his election as First Secretary of the Communist Party of Cuba (PCC), it was reported in Minsk on Tuesday.
