The motion, led by the main opposition Democratic Party (DP), accuses Choi of delaying the appointment of a ninth Constitutional Court judge while still serving as acting president.
Late last December, Choi appointed two justices to the nine-member court, but did not appoint opposition-recommended candidate Ma Eun-hyuk, citing the need for bipartisan consensus.
The DP had pressured Choi to appoint the left-leaning justice candidate in order to increase the likelihood that the impeachment of President Yoon Suk Yeol would be upheld, which requires the consent of at least six justices.
Currently, the Constitutional Court has eight justices.
The motion against the Finance chief and former interim president comes just two days before the Constitutional Court rules on President Yoon’s impeachment trial.
By law, South Korea’s National Assembly must vote on an impeachment motion within 24 to 72 hours of its submission to a plenary session.
However, it is still unclear when the vote will take place, as the Constitutional Court is scheduled to rule on Yoon’s possible impeachment this Friday.
