Bolivia rules out binding opinion from Human Rights Foundation

La Paz, Apr 1 (Prensa Latina) Bolivia maintains that the Human Rights Foundation's recommendations regarding the detention of the elected governor of Santa Cruz, Luis Fernando Camacho, are not binding on the Bolivian state, and considers them biased.

“The Human Rights Foundation is not an institution listed or recognized as such by the United Nations. The only two bodies recognized by us are the Inter-American Court of Human Rights and the Inter-American Commission on Human Rights, whose recommendations are binding,” stated Attorney General Ricardo Condori, who clarified that the foundation is not included in either of those two systems.

Condori added that during the public hearing of the Coup d’état Trial I held this Monday, the foundation was unable to obtain UN accreditation, so its participation was authorized only for the general public.

Based on this explanation, the official reiterated that the NGO’s opinions are not binding on the Bolivian State, and lamented that its assessments on the matter are “totally biased and inconsistent.”

Condori criticized the foundation for referring to the Chonchocoro prison as “Russia’s Siberia,” when the reason the defendant in the Coup d’Etat I trial was transferred there was to monitor his health. “There, medical personnel are guaranteed 24 hours a day (…), seven days a week, to safeguard Mr. Camacho’s health,” he asserted.
