In the ministerial formation of 22 portfolios, the Foreign Minister, Asaad Al-Shaibani, and the Defense Minister, Marhaf Abu Qasra, remained in office, while the head of General Intelligence, Anas Khattab, was appointed Minister of the Interior.

The three previous incumbents are among those closest to the internal President Ahmed Al-Sharaa, and were part of the Islamist group Hayet Tahrir Sham (HTS) which succeeded in overthrowing the government of Bashar Al-Assad last December 8.

Women were represented in the government through the Ministry of Social Affairs and Labor, which was assigned to Hind Qabawat.

Two new ministries were also created, namely the Ministry of Emergency and Disaster Management, and Raed Al-Saleh, former head of the Syrian Civil Defense (formerly White Helmets), was appointed to this position, while Hammad Sameh Hamedh was assigned to the new Ministry of Sports and Youth.

The Ministries of Commerce, Economy and Industry were merged into a single portfolio and is the Ministry of Economy, and the new Ministry of Energy will encompass the functions of the former Ministries of Electricity and Oil.

At the ceremony, the Syrian President for the transitional period delivered a speech in which he stressed the importance of solidarity and unity, and considered the formation of a new government as a declaration of shared will to build a new state.
