He began his visit by laying a wreath at the Liberation Monument in downtown Pyongyang, commemorating Soviet soldiers who died fighting for Korea’s liberation from Japanese occupation in 1945.

Russian Ambassador Aleksandr Matsegora and North Korean Vice Foreign Minister Kim Hong-kyun attended the ceremony. Shoigu is scheduled to meet with DPRK leaders, including Kim Jong-un, for high-level talks.
