Soberón participated in the general debate of the substantive session of the Special Committee on Peacekeeping Operations (C-34), which was held at the headquarters of the multilateral organization in New York.
He stressed the main responsibility of the UN in maintaining international peace and security and the need for these operations to be carried out in accordance with the purposes and principles of the UN Charter.
The Cuban diplomat said that the establishment of new and more complex peacekeeping operations cannot be a substitute for addressing and solving the root causes of conflicts, but rather a temporary measure to create a security framework that allows for the implementation of a long-term strategy toward sustainable economic and social development.
He stressed the importance of continuing to promote cooperation among countries that contribute troops, the Security Council and the Secretariat, and the importance of the security of peacekeeping personnel.
Soberón also expressed concern about the use of new technologies in Peacekeeping Operations, and stressed the importance of defining the legal, operational, technical and financial aspects related to the use of modern technology.
The C-34 was created in 1965 by the UN General Assembly by virtue of Resolution 2006 (XIX) of December 18, 1964, and its fundamental objective is to examine and assess UN peacekeeping operations in order to improve their effectiveness and efficiency.
