The Ministry described the plan as part of its policy goals in 2025 after South Korea successfully launched its third spy satellite last December.

Concerning this issue, the DPRK warned that the new South Korean maneuvers will not impede Pyongyang’s weapons development, which is aimed solely at defending the country’s sovereignty against constant external threats and provocations.
