The study “Patterns of Behavior, Governance and Corruption in the Public Sector of Paraguay” by the General Directorate of Surveys, Statistics and Census with the support of the United Nations Development Program, recognized that “corruption is a reality that threatens development.”

This phenomenon is characterized by “low levels of institutionality, absence of control mechanisms and low level of awareness regarding the impact of corruption, among others.”
