Investigation into irregularities in centers for minors in Uruguay

Montevideo, Dec 23 (Prensa Latina) The Uruguayan authorities of the Institute of Children and Adolescents (INAU) are going to Parliament to answer about irregularities affecting minors in their care.

The appointment is before the Standing Committee on Human Rights and Gender of the House of Senators.

The reason is the “emergency” in the adolescent protection system after “serious’ episodes reported by UNICEF, the National Institution of Human Rights (INDDHH), and journalistic investigations.

The appointment was promoted by the senator of the Frente Amplio, Silvia Nune, after receiving in November a report from UNICEF on the state of “emergency” in at least two protection centers.

The mission of these centers is to house children and adolescents without strong family ties or decent living conditions and who are not linked to crime.

These institutions work to improve family ties while providing for minors, education, health, and recreation.

The UNICEF report cited beatings of minors, unauthorized exits, and malfunctions, including a lack of heating.

Nune summons the authorities also for the resolution of the Inddhh last December 17 in the case of three teenage residents of a home in Rivera who were sexually exploited.

The INDDHH found “violations at all levels of State responsibility” such as prevention, detection, protection, and restitution of rights and reparation of damage.
