Al-Shaibani was born in 1987 in the governorate of Hasakeh. He lived in Damascus and graduated from university in 2009 with a degree in English language and literature.
He received a master’s degree in political science and foreign relations from Sabahattin Zaim University in Turkey in 2022.
He has been a leading opponent of Bashar al-Assad’s government since 2011, and was in charge of the political department of the salvation Government based in the northern province of Idlib from 2017 until now.
On the 10th of this month, Mohamed Al-Bashir was appointed acting prime minister of the Syrian transitional government until next March.
