According to the institution, there are indications of sexual exploitation of boys under the tutelage of the Institute of Children and Adolescents (INAU) in the department of Rivera, north of here.

The investigation, initiated ex officio, reveals multiple failures on the part of responsible state agencies.

The process began with the identification of three adolescents with indicators of sexual exploitation while they remained under the responsibility of INAU.

The investigation, expanded, found failures in other institutions such as the National Administration of Public Education and the Ministry of Social Development.

Also from the Judiciary, Attorney General of the Nation, the Ministry of the Interior and the Administration of State Health Services.

The report lists failures in prevention, detection, protection, restitution and reparation for victims.
