Economic measures in Cuba seek to regulate commercial activity

Havana, Dec 18 (Prensa Latina) Cuban Prime Minister Manuel Marrero confirmed on Wednesday that the new measures approved for commercialization do not seek to prohibit, but to regulate commercial activity.

The head of Government spoke at the 4th Ordinary Session of the National People’s Power Assembly (Parliament), where he reported that the Ministry of Domestic Trade is holding meetings to clarify and prepare for the implementation of the provisions for non-state economic stockholders.

He noted that progress is being made in the implementation of the updated regulations for non-state forms of management (FGNE, in Spanish), and the process for the approval of micro, small and medium-sized private companies and non-agricultural cooperatives in 16 selected municipalities has begun.

Regarding the relations between the state sector and the FGNE, he pointed out that the general requirements to be taken into account in contractual relations will come into effect, since despite the updated regulatory framework, the contract remains a formal instrument.

In this regard, he announced that the conduct of business between state companies and FGNE was approved, with the aim of moving to a higher level in the relationship among economic players, beyond buying and selling and leasing.

He informed that the first three contracts between state companies and micro, small and medium-sized firms had already been approved.

The head of Government also delved into the updating of the motor vehicle policy, emphasizing the importance of strategic management of territorial development so that municipalities are strengthened as a fundamental instance and in the work system of the cadres.

Marrero pointed out that it was decided to postpone the debate and drafting of the Law on Socialist State Enterprises until December 2025, because the current conditions of the country, amid a war economy, do not advise approving the law, since it could not be fully implemented.

At this stage, work is being done on the processes of transformation and modernization of the state enterprise system, which includes the consolidation and expansion of the faculty for wage organization. It also includes the improvement of work systems and the proper implentation of social responsibility for their strengthening and greater autonomy.
