According to his statements at the opening of the 4th Session of the 10th Legislature of the National People’s Power Assembly (Parliament), one year after its approval, this strategy has not achieved all the projected objectives.
When presenting a report on how the implementation of the program is progressing, the head of Government said that several causes prevent a positive balance, including material causes, outdated inertia and misrepresentations of resolutions and guidelines.
We continue to fail to move forward with the necessary speed required by the nation’s problems, mainly in matters related to the people’s main demands, he said.
However, many distortions have been identified, so the impact of their damages has been reduced, and several of the actions will gradually have positive results, he pointed out.
Marrero noted that this group of provisions and actions, led by the Government with the guidance of the Communist Party of Cuba (PCC), is a way – not a magic one – to promote the domestic economic growth and social transformation with a real chance of success.
According to the prime minister, even amid the turbulent world context and the effects of the United States blockade against Cuba, there are reserves and capacities in the country to get better results in the short and medium terms.
In order to achieve this, structures, processes and provisions must be reorganized, and the relationship among all the stockholders in the economy and among the social processes in the country must be articulated in an objective and dynamic way.
The prime minister urged to work more efficiently at all levels of production and services, to strengthen institutions and to respect the powers of communities, municipalities and provinces.
He insisted that it is urgent to strengthen the economy in order, first of all, to protect the achievements of the Revolution, without leaving any Cuban behind. In his speech, Marrero also referred to the fiscal and financial situations, social assistance, legislative projects, the salaries of state sector workers, the prices of goods and services, and the demographic situation, among many other issues.
