The forum is convened by the UNESCO International Institute for Education in Latin America and the Caribbean and the Ministry of Education and Culture of Uruguay. The event intends to facilitate the exchange of experiences and best practices in Higher Education between countries.

The debate will begin with the topic of the Right to Higher Education and its Financing, which includes equitable access, strategies for financing free education, and financial support mechanisms for students.

Other topics will include the adaptation between educational supply and labor demand, as well as the contribution of universities to innovation and technological development.
