In the fourteenth episode of the podcast “Desde la Presidencia” (From the Presidency), the head of State reflected with several of these representatives on their work in neighborhoods and communities, and on the experiences obtained after the conclusion of the accountability assemblies to their constituents nationwide.
Díaz-Canel commented on the complex scenario in which this process took place on this occasion, marked by difficulties related to the energy emergency, the ravages of two hurricanes and the impact of strong earthquakes in eastern Cuba.
Regarding the need for people’s participation, the president noted that the concerns, proposals and priorities of the communities in the solution of problems must be heard, providing information on what was approved by the Assembly and that the population participates and controls the implementation of these agreements.
The delegates present at the meeting noted that there are pending potentialities to be exploited, especially in the interrelation between the organs of the Central Administration of the State and the administrative institutions with the community to achieve the transformation of their realities and advance in people’s participation.
They also commented on the obstacles that prevent them from exercising their functions better, and considered it essential to continue to work in the perspective of listening to the people, even when the solution to the problems is not always available, as well as on the relevance of more integrated community work.
Regarding the accountability process, the Cuban president considered that it was undertaken throughout the country from an honest and courageous position, in very difficult times, with many dissatisfactions and very complex moments.
“Even so, they spoke honestly to the people, to explain, to ask for participation, to convene to find common solutions to the problems; that is an expression of respect for our democracy and also of encouragement and nourishment for participation,” he said.
By working like this, seeking perfection of this entire democratic and participatory system of People’s Power, we are also defending the thinking of Fidel Castro and Raúl Castro, on the ways in which we can make a Government truly of the people, Díaz-Canel added.
The process of accountability by the delegates to their voters, initiated on September 20 throughout the country, is one of the pillars of the Cuban democratic system and is considered one of the most effective ways of people’s participation in the exercise of government.
