In a press release, the agency warned of the impossible living conditions of civilians amid repeated orders of displacement and limited access to essential humanitarian supplies.
The current context, the Office added, leaves many on the brink of starvation.
“Although the Israeli army demanded that all civilians leave northern Gaza, it continues to relentlessly bomb and attack the area, especially in and around the Jabalya camp,” the agency recalled.
The attacks make the flight of civilians extremely dangerous, it added.
According to the Office, the Palestinian population is also afraid of leaving their lands and never being allowed to return.
For his part, the Commissioner General of the UN Agency for Palestinian Refugees (UNRWA), Philippe Lazzarini, denounced the destruction of health facilities and civilian infrastructure in the most recent offensive.
“Hospitals were attacked and left without electricity, while the wounded are without care,” he said in a post on X.
The High Representative stressed that denying and using humanitarian assistance as a weapon to achieve military ends is an example of how low the moral compass is.
“No one should beg to help or receive help,” he added.
