The infractions pointed out by the legislator are associated with the alleged illegal purchase of the Israeli spy software program Pegasus with irregular funds and its use to tap private communications during the social outburst of 2021.
The content of the complaint refers that Duque would have incurred in money laundering, abuse of authority, conspiracy to commit a crime, sale or purchase of an instrument suitable to intercept private communication between people, embezzlement by different official application, violation of the legal or constitutional regime of disqualifications and incompatibilities, among others.
As denounced last September 4 by the President of the country, Gustavo Petro, 11 million dollars in cash were used for the acquisition of the software, transferred from Colombia to Israel without going through the mechanisms of public contracting, which generates suspicions of money laundering.
The head of state also reported that Pegasus may have been used to monitor opponents and activists during the 2021 protests, which resulted in multiple allegations of human rights violations.
Petro also requested an investigation to the competent bodies to investigate the events surrounding the purchase of the aforementioned spyware, carried out under Duque’s mandate.
