The amnesty, according to the Presidency’s Telegram channel, covers army deserters both inside and outside the country, on condition that they turn themselves in within three to four months.
The decree also offers amnesty for all crimes except some that constitute serious violations affecting society and the State, such as bribery, forgery, attempts on public morality and some types of theft.
The amnesty excluded some minor crimes such as those stipulated in the Urbanization Law, economic violations, electric power theft, obtaining communication services by fraud, violations of the Consumer Protection Law, currency exchange and damage to forests.
The Syrian president has already issued more than 14 pardons as part of an approach of forgiveness and social tolerance benefitting perpetrators with a chance to return to their normal lives.
