East Cleveland police said all injured were taken to University Hospital.

The armed incident occurred early this morning at a weekend event that brought together different graduations and members of the community, the president of the East Cleveland City Council, Twon Billings, explained to local media.

As reported by ABC News, Billings expressed that he was devastated by the shooting and lamented the shortage of local police officers.
