The head of the PNP Drug Control Group, Eleazar Matta, said in a press conference that they discovered this type of substance during anti-drug operations carried out in the cities of Pasay and Parañaque last Wednesday.

The substance is usually liquid but it also crystallizes, so it can become solid. One might think that it is ordinary distilled water, but when it is processed, it still causes many effects in the air and produces odors, Matta explained.

The official explained that drug syndicates are selling this new product through social networks; but he assured that the police are also innovating ways to curb the illegal narcotics trade.
