In a statement issued by the National Council of Organized Workers (CONATO) and the National Confederation of Independent Trade Union Unity (CONUSI), they stated that the most significant debate in the country focuses on the future of the institution and must guarantee its public and solidarity nature.
The two union organizations stressed that this social dialogue must be democratic, proactive, and transparent, with the people’s welfare and the national interest at its core, highlighting the most vulnerable groups.
Social Security, as a right enshrined in the Political Constitution and Article 22 of the Universal Declaration of Human Rights, must be guaranteed by the State and this principle must be the leading element regarding the next reforms of the CSS Organic Law, the text added.
They underscored that, following the projections of the International Labor Organization (ILO), the most favorable scenario for Panama and its working class is to establish a pension system based on solidarity and define strategies to strengthen and give stability to the reserves of the System of Disability, the Elderly, and Death.
They also demanded reformulating the CSS’s internal governance and strengthening its autonomy to end the influence of political parties, clientelism, and corruption.
