Cuba has an Administrative Procedure Law

Havana, Jul 19 (Prensa Latina) Cuba has as a Law on Administrative Procedure, after the approval of the bill presented at the National People’s Power Assembly (ANPP, Parliament) on Friday.

The legal body received the unanimous endorsement of the deputies, after a process of debates that concluded on Friday, during the 3rd Session of the ANPP.

Between February 28 and March 15, 2024, consultations were held with specialists on the subject and also with the population, and it was published on the official website of the Ministry of Justice.

The Law, which is unprecedented in Cuba, is considered useful and necessary, because its essential objective is to regulate and systematize administrative actions in general.

A working group coordinated by the Ministry of Justice drafted the bill and after collegiality in several spaces, the Council of Ministers endorsed the 21st version of its preliminary draft and decided to submit this text to the Parliament.

The deputies, during today’s debate, agreed that the Law establishes clear and direct dialogue between the people and the administrative structures, which helps to eliminate bureaucratic practices.

They also emphasized that it homogenizes the functioning of the public administration, concentrates in one legal norm the contents dispersed in other provisions and allows for a more efficient administrative operation. The lawmakers also pointed out its relevance in providing greater protection and legal certainty to citizens, correcting negative practices and reducing the risk of legal disputes between individuals and institutions.

According to an official report debated at the Assembly, the economic costs of the implementation of the Law will be assumed by the State budget, based on savings in material and human resources, due to the correction of current procedures.
