Talks will begin in August at the invitation of the Uruguayan government, according to El Observador newspaper.
The decision was announced after the meeting between the presidents of Uruguay and Argentina, Luis Lacalle Pou and Javier Milei, respectively.
The two leaders met the day before at the Casa Rosada in Buenos Aires.
At the meeting, Mercosur situation was one of the topics discussed.
Milei was absent from the recent summit of heads of State of the Southern Common Market held in Asuncion, Paraguay, which was criticized by Lacalle Pou on that occasion.
