On a communiqué, this entity recalled that the work of the process is paralyzed both in the commitments acquired with the development of the participation of civil society in the construction of peace, and in the preparation of the extension of ceasefire, which expires in the first week of August and whose renewal requires work.

The governmental representation pointed out to have requested repeatedly the ELN Peace delegation to resume the work of the Table in order to resolve in a bilateral and constructive manner the difficulties aroused, always prioritizing the need to achieve as soon as possible the transition to peace and the protection of the communities that suffer the effects of the armed conflict.

It further took the opportunity to record their insistence on requesting the competent body to handle the talks in Nariño with a structure that belonged to the ELN, framing their treatment within the regional social dialogue.

The governmental peace delegation underscored that this is in recognition of the territorial dynamics, but they reaffirmed the National Round Table as the negotiation instance with the aforementioned guerrilla.

The communication also valued the role of negotiations with the ELN, which have shown concrete and verifiable results, but stressed the need for them to be normalized, preserved and strengthened as soon as possible.

The text also thanked UN Secretary General António Guterres, and the member States of the Security Council for their unanimous support to the peace process, and said it had taken note of the recommendations made by that UN agency on particular aspects and concerns regarding the negotiations.

According to what the ELN has been stating for months, the Dialogue Table with the Government will remain frozen until a series of conditions set forth by the armed group are not fulfilled. One of the complaints is that the insurgent group has not been removed from the list of Organized Armed Groups, and the non-existence of a mechanism to monitor and verify the cease-fire.

Likewise, the ELN argued that there are sieges in humanitarian attention in the critical territories affected by the conflict, as well as in the agreed relief for ELN prisoners.

The creation of the Multi-Donor Fund has also failed to materialize, the ELN noted.

In June, after the closure of the 6th Congress, the ELN ratified its disposition towards peace negotiations, but insisted on its position regarding the freezing of the talks until the Government “does not rectify.”

Colombia: Expresan preocupación por prórroga de cese al fuego con ELN

Bogotá, 13 jul (Prensa Latina) La Delegación de Paz del Gobierno de Colombia en la Mesa de Diálogos con el Ejército de Liberación Nacional (ELN) expresó hoy preocupación debido a que el tiempo se agota para renovar el acuerdo del cese al fuego.

En un comunicado, dicha entidad recordó que las labores del proceso se encuentran paralizadas tanto en los compromisos adquiridos con el desarrollo de la participación de la sociedad civil en la construcción de la paz, como en la preparación de la prórroga del cese al fuego, que expira en la primera semana de agosto y cuya renovación exige trabajo.

Apuntó que de manera reiterada ha solicitado a la delegación de Paz del ELN retomar las labores de la Mesa para resolver de manera bilateral y constructiva las dificultades presentadas, siempre anteponiendo la necesidad de lograr cuanto antes la transición a la paz y la protección de las comunidades que padecen los efectos del conflicto armado.

También aprovechó para dejar constancia de su insistencia en solicitar a la instancia competente el manejo de las conversaciones en Nariño con una estructura que perteneció al ELN, enmarcando su tratamiento dentro del diálogo social regional.

Esto, señaló, en reconocimiento de las dinámicas territoriales, pero reafirmando a la Mesa Nacional como la instancia de negociación con la mentada guerrilla.

La comunicación difundida también valoró el papel de las negociaciones realizadas con el ELN, que han mostrado resultados concretos y verificables según lo calificó, pero remarcó en la necesidad de que se normalicen, preserven y fortalezcan a la mayor brevedad.

El texto también agradeció al secretario general de Naciones Unidas, António Guterres, y a los estados miembros del Consejo de Seguridad por su respaldo unánime al proceso de paz, y sostuvo haber tomado nota de las recomendaciones realizadas por ese órgano de la ONU sobre aspectos y preocupaciones particulares en torno a las negociaciones.

Según planteó desde hace meses el ELN, la Mesa de Diálogos con el Gobierno permanecerá congelada hasta tanto no se cumplan una serie de condiciones expuestas por el grupo armado.

Una de las recriminaciones es que no se ha retirado a la agrupación insurgente de la lista de los Grupos Armados Organizados, y la inexistencia de un mecanismo que monitoree y verifique el cese al fuego.

De igual manera, arguyó que existen bloqueos en la atención humanitaria en los territorios críticos afectados por el conflicto, así como en los alivios acordados para los prisioneros del ELN.

La materialización del Fondo Multidonante tampoco se ha concretado, apuntó.

Durante el mes pasado, tras concluir su VI Congreso, el ELN ratificó su disposición ante las negociaciones para alcanzar la paz, pero insistió en su postura frente al congelamiento de los diálogos hasta tanto el Gobierno “no rectifique”, según comunicó.
