Foreign troops with plenty of privileges in Haiti

Port-au-Prince, Jul 1 (Prensa Latina) The forces of the Multinational Security Support Mission in Haiti (MSSMH) enjoy multiple privileges guaranteed by the authorities of Haiti.

A document on the status of the contingent grants them the right to clear customs without any prohibition or restriction of equipment, supplies, provisions, materials and other goods they need.

Under Article Eight of the Agreement, the principal military commanders, deputy directors and all other personnel shall enjoy privileges and immunities.

It exempts MSSMH personnel from taxes on salaries and wages received for their service in the forces, as well as on any income received outside Haiti, according to the agreement.

They are also exempted from any other direct taxes, except for municipal taxes on services used.

Foreign military personnel will not go through the immigration formalities provided for by Haitian law, including passports and entry visas, the document quoted by the Le National daily points out.

The Haitian justice system cannot prosecute MSSMH personnel under any circumstances without informing the person in charge with supporting evidence.

The premises assigned to the mission remain inviolable and should not be subject to any inspection by the Haitian government.

The online newspaper emphasized that for some actors, these privileges strip the government of many of its own, and strengthen the ability of foreign soldiers to operate as they wish on Haitian territory.
