I declare to introduce by special order the emergency regime on the territory of the city of Sevastopol, and to recognize the situation in Sevastopol as a regional emergency, says the decree of the city’s governor, Mikhail Razvizheyev.

The document explains that the state of emergency is established due to the situation resulting from the shelling of Ukrainian armed formations and the repression of these actions by the legal response of the Armed Forces of the Russian Federation.

On June 23, Ukraine used Atacms tactical missiles with cluster warheads to attack civilian infrastructure in Sevastopol.

Four missiles were shot down, the fifth exploded over the city. The governor said that four people, including two children, died in the attack. More than 150 people were injured.

The Russian Investigative Committee opened a criminal case under the article on a terrorist act. June 24 has been declared a day of mourning in Sevastopol and Crimea. Russian President Vladimir Putin expressed his condolences to the population of Sevastopol.
