During the opening of the forum, the functionary specified that the delegations are headed by secretaries of security councils, assistants, and national security advisors, and also by heads of state, ministers, and heads of special services. Eight general secretaries and representatives of the management of international organizations are also present.

Before the opening of the meeting, Patrushev held bilateral talks with the heads of delegation of the Arab League and the Cooperation Council for the Arab States of the Gulf.

He also spoke with the delegations of the Parliamentary Assembly of the Collective Security Treaty Organization and the Conference on Interaction and Confidence Measures in Asia, which are participating for the first time in the international meeting.
