The detained men, all Tajik citizens, were accused of committing a terrorist attack and killing many people, according to Article 205 of the Russian Criminal Code, TASS reported on Monday.
Those accused, named Dalerdzhon Mirzoyev, Saidakrami Rachabalizoda, Shamsidin Fariduni, and Muhammadsobir Fayzov, fully admitted their responsibility for shooting defenseless people in Moscow concert hall and setting the building on fire.
On March 22 evening, 137 people, the number may increase, were killed in the said concert hall in Krasnogorsk near Moscow, according to the latest data from the Investigation Committee of the Russian Federation.
Russian law enforcement agencies detained 11 people involved in the attack, including the four direct attackers, who tried to flee to the Ukrainian border.
President Vladimir Putin said in a televised address that according to preliminary information, the Ukrainian side was preparing a “window” for the attackers to cross the border.
The head of State vowed to identify and punish the attackers and declared a national day of mourning on Sunday, March 24.
