Analyst affirms President of Ecuador proposes a regressive pact

Quito, Dec 14 (Prensa Latina) The president of Ecuador, Daniel Noboa, is proposing a regressive pact for the country with his urgent economic bill that is being debated in the National Assembly, analyst Irene León commented.

León spoke about the initiative, which according to the Government, seeks economic efficiency, but in her opinion the “very little job creation contrasts with excessive incentives for the richest. (…) It is called the Law of Economic Efficiency and Employment Generation, but it deals with the liberalization of foreign trade,” León noted.

Noboa’s proposal will be discussed in the Economic Development Commission after its consideration in the plenary session of the National Assembly this Thursday, to hear the observations, arguments and preparation of the report for the second and final debate.

According to the legislator of the Citizen Revolution, Esther Cuesta, the bill has generated controversy and has unconstitutionality defects, it has no legislative technique, is incoherent, disorderly and duplicates laws that already exist. She also assured that it mainly benefits the richest, and only one percent of the population, and does not fulfill the supposed purpose of promoting employment and economic growth.

The president of the Unitary Front of Workers (FUT), José Villavicencio, expressed last Tuesday in a press conference, his concern about the content of the regulations, in particular, the implementation of free zones, forgiveness of tax debts and job insecurity. “If the Legislature approves this initiative, we will end 2023 with a law that affects workers and for the seventh time forgives debts, fines, interests and surcharges of large economic groups that fail to comply with their obligations to the nation,” he stated.

The FUT announced a mobilization on December 19th to prevent the approval and implementation of the law.

Former Minister of Economy Marco Flores informed that the reform does not solve the fiscal problem and even less the economic one; it lacks the effective capacity to provide the necessary permanent income to cover the recurring refinancing of the General State Budget. The middle- and low-income sectors, much less the poor, will not obtain any benefits, because the “Executive did not propose to legislate for them,” he asserted.
