Vietnamese PM points out importance of decentralization

Hanoi, Nov 8 (Prensa Latina) The Prime Minister of Vietnam, Pham Minh Chinh, highlighted the importance of the decentralization process the country is undertaking, which, he admitted, still does not satisfy the needs and desires of voters.

Decentralization constitutes an important task to more clearly define the responsibilities at all levels, promote dynamism and creativity, said the head of Government in answer to the deputies’ questions in the session held this morning.

According to the minister, the process has not been carried out satisfactorily so far because the guidelines of the Communist Party of Vietnam, policies and laws of the State have not been fully and seriously implemented.

Some agencies and bodies do not want to decentralize, and staff capacity remains limited and inadequate, especially for large and new tasks that are difficult, the prime minister explained.

Minh Chinh also referred to the country’s tourism development, which, despite having many advantages, is still not living up to its potential and strength due to reasons related to institutions, policies, human resources, and planning.
