Cuba implements measure to organize financial transfers

Havana, Nov 2 (Prensa Latina) Cuba will extend the use of fiscal bank accounts to natural persons in the agricultural production sectors, communicators and artists, as a mechanism to organize financial transfers between actors of the economy.

The receivers of this measure will be able to consult it in the Ordinary Official Gazette No. 106, published this Thursday, reported the Minister of Finance and Prices, Vladimir Regueiro in a recent meeting with the press.

The minister explained that the new regulation has as a precedent the fiscal bank account regime that is approved for self-employed workers (private) and is part of the banking program for operations being developed on Cuba.

The rule stipulates that artists and intellectuals, social communicators and workers in the agricultural sector are forced to open and operate a bank account in Cuban pesos in a branch of a commercial bank on Cuba, which for all legal and tax control purposes, It is considered a “fiscal bank account”, which is declared before the Tax Administration.

Regueiro assured that this measure will be implemented gradually within a period of six months from its promulgation, given that it requires the training of receivers and an update of the procedures of the institutions with which they relate.

He stressed that the use and correct application of all regulations that include the standards issued on tax bank accounts must be increased by the tax administration, the banking system, the institutions and the taxpayers themselves.

We are in a moment where each contribution is necessary by both state and non-state economic actors, in order to guarantee a budget that is increasingly social and is involved in all programs of attention to the basic services of the population, he argued.

He considered it a great challenge to be able to reach the more than 700 thousand natural people who would be impacted due to the implementation of the standard, and for this reason, he specified, an individual preparation process has been structured for each sector.

These changes influence the culture and the management of finances of all actors in the economy, the minister highlighted.

For his part, the vice president of the Central Bank of Cuba, Alberto Quiñones, announced that soon the Transfermóvil and Enzona platforms will offer users, who are subject to the rule, the possibility of creating their fiscal bank accounts through that digital support.

Meanwhile, the head of the National Tax Administration Office, Mary Blanca Ortega, stressed that the new measure provides several advantages for the taxpayer, such as the possibility of showing and making transparent the legality of their income and expenses.

Also, she added, it will reduce the under-declaration of income, confront evading behavior and facilitate the inspection work.
