With 12 votes in favor, one against and two abstentions, the text presented by Brazil is the second one that fails within the UN body as violence escalates.
Before the voting, the Security Council rejected two amendments proposed by Russia, which called for an immediate, durable and comprehensive ceasefire and a halt to the attacks on civilians.
The current draft does not include a clear call for a ceasefire and will not help stop the bloodshed, Russian permanent representative Vassily Nebenzia said about Brazil’s proposal.
“If it is not included in the current draft, it would not help address the humanitarian situation in Gaza or polarize the positions of the international community,” the diplomat warned.
However, the Security Council dismissed the amendments and the text was vetoed by one vote against by the United States, one of the five permanent members.
US Ambassador Linda Thomas-Greenfield justified the decision by the absence of any mention of “Israel’s right to self-defense.”
This is the second time that a resolution has failed after a Russian proposal failed to gather the necessary votes last Monday.
The text called for a humanitarian ceasefire, a call that coincides with the request launched by UN Secretary-General António Guterres on Wednesday.
