Prefectures of Ecuador reject president’s decree on disasters

Quito, Sep 22 (Prensa Latina) The Consortium of Provincial Governments of Ecuador (CONGOPE) rejected a decree on risk and disaster management, signed by President Guillermo Lasso, which is awaiting analysis by the Constitutional Court.

The prefectures said in a statement that the Executive intends to use the decree to disassociate itself from its responsibilities, in the face of natural disasters and risk management.

CONGOPE reported that it presented a legal appeal to the Court to request the annulment of the proposed law, because it eliminates the National Risk Plan and violates the country’s democratic system.

Social organizations also rejected the initiative because in their opinion it attacks the budgets for health, education and social security.

The public hearing to analyze the constitutionality of the measure is scheduled for next September 26th.

The court previously denied the implementation of regulations for the restructuring of educational loans, the creation of free zones, and benefits for bankrupt companies.

Lasso also sent a provision to modify the management of public finances, on which the constitutional control entity has not yet ruled.
