On the International Literacy Day, he listed the domestic governmental stages carried out, pointing out the initial phase and two subsequent ones to further contribute to improving the quality of life of those involved.

The decentralized State entity in charge of carrying it forward (organizing, coordinating, promoting and executing it) is the National Literacy Committee (CONALFA), the president recalled.
