With the signing of the Sandino Commitment, signed in 2005, the two countries ratified their solidarity with the rest of the peoples of the continent, together with the will to promote an integral development based on the complementary support between Latin American and Caribbean governments.
The program takes its name from the town of Sandino, in the western Cuban province of Pinar del Rio, where on August 21, 2005, a special transmission of the program Alo Presidente, conducted by Chavez along with Fidel.
Since then, thanks to this initiative, more than six million patients in Latin America and the Caribbean have received ophthalmologic assistance through the Milagro Mission.

Maduro recuerda aniversario 18 del Compromiso de Sandino
Caracas, 21 ago (Prensa Latina) El presidente Nicolás Maduro recordó hoy el aniversario 18 de aquel histórico Compromiso de Sandino, impulsado por Cuba y Venezuela, que ha permitido desde entonces atender a personas con discapacidad visual en América Latina.
En un mensaje difundido en su cuenta en la red social X (antes Twitter), que acompaña con un video de esa fecha, el mandatario rememoró al Comandante Hugo Chávez (1954-2013) y al líder histórico de la Revolución cubana, Fidel Castro (1926-2016), protagonistas de ese convenio de salud emprendido por ambas naciones.
‘Se cumplen 18 años del histórico Compromiso de Sandino. Venezuela y Cuba, sanando la vista de millones de personas en nuestro continente. Una hermandad que sigue firme con el ejemplo de Chávez y Fidel.
Construyendo caminos de unión y solidaridad verdadera en el mundo’, escribió el gobernante.
Con la firma del Compromiso de Sandino, rubricado en 2005, los dos países ratificaron la solidaridad con el resto de los pueblos del continente, junto a la voluntad de impulsar un desarrollo integral sobre la base del apoyo complementario entre los gobiernos latinoamericanos y caribeños.
El programa toma su nombre de la localidad de Sandino, en la occidental provincia cubana de Pinar del Río, sede el 21 de agosto de 2005 de una transmisión especial del programa Aló Presidente, conducido por Chávez en compañía de Fidel.
Gracias a esta iniciativa, desde entonces más de seis millones de pacientes de América Latina y el Caribe recibieron asistencia oftalmológica a través de la Misión Milagro.
