There was a deliberate omission by the authorities, and they did not fulfill their role as guarantors. They did not watch over Villavicencio’s life, despite threats against him, Fernandez said.
The jurist and Villavicencio’s relatives blamed Lasso, Interior Minister Juan Zapata, Police General Commander Fausto Salinas, and the director of the security operation for his death.
Responding to the complaint, Minister Zapata reiterated that Villavicencio´s family right would be respected.
