The official recalled that so far, the situation that led Russia to renounce the agreement has not changed, although the permanent representative of the United States at the United Nations said on Tuesday that Moscow would allegedly resume talks.
Russia, Türkiye and the United Nations signed an agreement on July 22, 2022, to unblock Ukraine’s grains and fertilizers exports through the Black Sea, while the Ukrainian Government penned a similar document with Türkiye and the UN.
Since then Russia has extended the agreement for two months three times, the last time on May 17.
Russia formulated five conditions to retake the grain agreement: reconnecting its agricultural bank, Rosselkhozbank, to the SWIFT system; resuming shipments of agricultural machinery, parts and maintenance; lifting the ban on access to ports overseas; reactivating the Togliatti-Odesa ammonia pipeline; and unblocking the assets and foreign accounts of Russian companies related to the production and transportation of food and fertilizers.
In the absence of progress on those matters, the Kremlin announced on July 17 that Russia was suspending its participation in the deal, but was willing to resume it as soon as its conditions were met.
