According to the decree, this decision took into account “the world-historical significance of the Soviet people’s victory in the Great Patriotic War.” A Victory’s Organizing Committee would coordinate the preparations of those celebrations, the press release stated.
The Russian Government was instructed to develop a plan of celebrations within a three-month deadline, including solemn events dedicated to the decisive battles of the Great Patriotic War and “events with the participation of heads of State and Governments.”
In addition, the Russian Ministry of Foreign Affairs was instructed to “provide the necessary political and diplomatic support to celebrate the commemorative events. Other federal and regional governmental agencies will also work in the organization and holding of the events.
Putin has repeatedly described May 9 as a sacred day for the country. The head of State stressed that patriotism and responsibility for the homeland’s fate are sacred duties of all Russians.
