Buoys placed by Texas government in Rio Bravo violates Water Treaty

Mexico City, Jul 23 (Prensa Latina) The placement of buoys called floating wall that the governor of Texas, Greg Abbott, is placing in the Rio Bravo, violates the Water Treaty of 1944, an environmentalist warned today.

Waldo Terry, an environmental advocate, pointed out that this could be in violation of the treaty between the two countries, which establishes the sharing of waters between the United States and Mexico and that no construction nor obstacles to the flow of water between the two countries should be placed.

The specialist added that this treaty also envisions that the border line between Mexico and the United States must be respected, “the center of the river does not mean that it is the border between these countries, because the river has moved since the limits were established”.

Terry explained that the center of the river does not correspond to the limits between the United States and Mexico, so probably those buoys are invading Mexican territory.

However, he said that this will have to be determined geographically by the International Boundary and Water Commission.

He also warned that this floating barrier installed in the waters of the Rio Bravo also interfere with the human rights of migrants, as well as the aquatic and terrestrial fauna, since they obstruct the movement of fish, mammals and crustaceans in search of food, reproduction and rest.
