At the First Ordinary Sessions of the National Assembly of People’s Power (ANPP), the Cuban leader said major productive forms must make up robust and efficient systems subordinated by municipalities.
“Where are the workers from? Who discusses the problems? Who takes care of labor force?”, the President asked as he urged for provincial and municipal autonomies to boost local development.
By empowering the municipalities, provinces and the entire country are empowered. It´s necessary to order, structure and transform, he added during discussions on the implementation of the Food Sovereignty and Food and Nutritional Security Law.
In his speech, Díaz-Canel pointed out that, in order to hit such an autonomy, the way in which resources are currently distributed and planned must also be modified, because some inputs are still imported in a centralized manner.
There are companies that do not pay taxes as much as they should, since their income goes to provincial or national levels, as was evidenced in an analysis conducted in Cienfuegos where it was found that several municipalities had a budget deficit due to such a reason.
Plus, the Cuban president warned that nothing is absolute, and that certain strategic productions cannot have these local features, so “the suit must be tailored to each place”.
