The president, who is visiting New York, indicated on his Twitter account that the objective is to work together against organized crime, for the benefit of the security of all Ecuadorians.
A statement from the Presidential Communications Secretariat released details that the document was signed on Wednesday by representatives of the Department of Defense and the Department of State of the northern nation, together with the Ministry of Defense of Ecuador.
Several days ago, the head of that portfolio, Luis Lara, disclosed that he would sign the bilateral agreement in Washington on July 20, but apparently, he went ahead and the official note does not specify who signed it.
In any case, Lara said that the United States will allocate three billion 100 million dollars for security programs in South American territory.
In a recent interview with Ecuavisa channel, the military chief pointed out that the “historic” agreement will allow the modernization of aircrafts, infrastructure and equipment of the Armed Forces.
He also commented that it will facilitate cybersecurity to improve intelligence and counterintelligence systems, the coordination of logistics to face the El Niño phenomenon, and will promote programs to protect the environment and the fight against illegal mining.
However, for the director of the Andean Center for Strategic Studies, Mario Ramos, cooperation with the United States is for the purpose of subjugation and political indoctrination, to keep the army in its area of influence.
If we wanted to strengthen the Armed Forces, we would have to create an integral plan with more sovereign and long-term characteristics, said the security expert during an interview for the program En Clave Política of Telesur channel.
According to Ramos, in Ecuador there is no real geostrategic vision for the development of the Armed Forces, there is mediocre leadership, with bureaucratized processes, even with serious suspicions of links with organized crime. In his opinion, the United States seeks to increase its military presence in the region within the framework of international geopolitical conflicts, and for that reason “they do not want to lose, what they have called, their backyard”.
Ramos also questioned the millionaire investment “because historically the United States does not give anything for free”.

Ecuador y EEUU firman memorando para fortalecer Fuerzas Armadas
Quito, 19 jul (Prensa Latina) El presidente de Ecuador, Guillermo Lasso, anunció hoy que Estados Unidos cooperará con el fortalecimiento de las Fuerzas Armadas de la nación sudamericana tras la firma de un memorando de entendimiento entre los dos países.
El mandatario, que se encuentra de visita en Nueva York, indicó en su cuenta de Twitter que el objetivo es trabajar en conjunto contra el crimen organizado, en beneficio de la seguridad de todos los ecuatorianos.
Un comunicado de la Secretaría de Comunicación de la Presidencia divulgado aquí detalla que el documento fue firmado este miércoles por representantes del Departamento de Defensa y el Departamento de Estado de la nación norteña, conjuntamente con el Ministerio de Defensa de Ecuador.
Hace varios días el titular de esa cartera, Luis Lara, divulgó que el convenio bilateral lo firmaría él en Washington el 20 de julio, pero al parecer se adelantó y la nota oficial no precisa quién lo suscribió.
De cualquier manera, Lara adelantó que Estados Unidos destinará tres mil 100 millones de dólares para programas de seguridad en el territorio sudamericano.
En entrevista reciente con el canal Ecuavisa, el titular castrense señaló que el convenio “histórico” permitirá modernizar aeronaves, infraestructura y equipos de las Fuerzas Armadas.
Asimismo, comentó que facilitará la ciberseguridad para mejorar los sistemas de inteligencia y contrainteligencia, la coordinación de la logística para enfrentar el fenómeno El Niño, e impulsará programas para proteger el medio ambiente y la lucha contra la minería ilegal.
Sin embargo, para el director del Centro Andino de Estudios Estratégicos, Mario Ramos, la cooperación con Estados Unidos es con el fin de someter y adoctrinar políticamente, para mantener al ejército en su área de influencia.
Si quisiéramos fortalecer las Fuerzas Armadas habría que crear un plan integral con características más soberanas y a largo plazo, apuntó el experto en temas de seguridad durante una entrevista para el programa En Clave Política del canal Telesur.
De acuerdo con Ramos, en Ecuador no hay una verdadera visión geoestratégica para el desarrollo de las Fuerzas Armadas, hay un liderazgo mediocre, con procesos burocratizados, incluso con graves sospechas de vinculación con el crimen organizado. En su opinión, Estados Unidos busca incrementar su presencia militar en la región en el marco de los conflictos geopolíticos internacionales, y por eso “no quieren perder su patio trasero”.
Ramos también puso en duda la millonaria inversión “porque históricamente Estados Unidos no da nada gratis”.
