Colombian Government issues decree on ceasefire with ELN

Bogota, Jul 6 (Prensa Latina) Colombian President Gustavo Petro issued a decree ordering a bilateral and temporary national ceasefire with the National Liberation Army (ELN).

The measure will be in force from August 3, 2023, to January 29, 2024, and may be extended on the basis of the assessment made at the Peace Dialogue Table of the reports submitted by the Monitoring and Verification Mechanism, and as agreed by the parties.

It seeks to improve the humanitarian situation of the populations and territories, so that “the civilian population may exercise their rights and freedoms, with emphasis on the most vulnerable, including social and environmental leaders, ethnic peoples, women, human rights defenders and minors.”

By means of this rule, the head of State orders the suspension of military operations and offensive police operations, “as of 00:00 hours on July 6, 2023, against ELN members who participate in the peace process and are within the procedures for the execution of the bilateral and temporary nationwide ceasefire agreement and the corresponding protocols.”

For its part, the ELN will suspend offensive military actions in Colombian territory as of Thursday, by virtue of the agreements reached with the Government in the third cycle of talks in Havana, Cuba.

The measure responds to the readiness of the bilateral ceasefire agreed upon at the Peace Dialogue Table, the guerrilla command stressed.
