If the regulation is approved, it would make the canton the first in the country to adopt such a decision.
The Geneva parliament voted on Friday in favor of the ban, which must now be confirmed in a plebiscite.
The decision was supported by nearly all members of the Grand Council (Geneva legislative).
Only one lawmaker from the conservative Union Démocratique du Centre (UDC) voted against it, claiming that incitement to hatred is already a crime under the Criminal Code, according to the local media.
