To that purpose, a new climate and innovation law will be submitted to a referendum in June, Rösti said.
Switzerland currently imports nearly three-quarters of the energy it consumes, the official said in a press release.
The new law does not include bans or additional tax burdens for citizens or companies but does offer them financial support.
With this regulation, the Federal Council hopes to reduce greenhouse gas emissions to zero by 2050.
