The enclave, which is 380 kilometers south of Santiago, was founded in 1961 by Nazi non-commissioned officer Paul Schaefer, and used for torture and extermination of opponents to the Augusto Pinochet dictatorship (1973-1990), and where many people were subjected to forced labor, punishment and sexual abuse.
At the 11th Session of the Joint Commission on the subject, held in Berlin, the Chilean side presented the general guidelines of the proposal to create a memorial site and a documentation center in the set of buildings renamed Villa Baviera, the Foreign Ministry reported in a statement.
The State of Chile will give the new entity the powers of public institutions and will identify financing possibilities, while German authorities promised to assess alternatives to contribute funds as well after it is established.
Both nations addressed other issues regarding justice and reparation for the victims of human rights violations and guarantees of non-repetition, according to the statement.
