IACHR commissioners Esmeralda Arosemena, Julissa Mantilla, Joel Hernández and Stuardo Ralón Orellana participated in the meeting, which was held at the State Vice Presidency. Choquehuanca was accompanied by the Minister of Justice, Iván Lima, and the Bolivian ambassador to the Organization of American States, Héctor Arce.
An official dispatch from the IACHR affirmed that the visitors will observe the human rights situation in the country, with a focus on democratic institutions with respect to the relations between the State Bodies, challenges regarding access to justice and judicial guarantees.
It also mentioned the observation of economic, social, cultural and environmental rights; structural discrimination against vulnerable populations, with a focus on the situation of discrimination, based on gender and ethnic-racial origin, among other issues.
According to the statement, at the end of its stay in Bolivia, the IACHR will publish a report with observations, conclusions, and recommendations to the Bolivian State.
The Commission explained that this visit has a different scope from the work carried out through the Special Follow-up Mechanism for Bolivia on the acts of violence that occurred in 2019 and led to the resignation of President Evo Morales, the imposition of a de-facto government and the subsequent massacres of Sacaba, Senkata and El Pedregal with dozens of deaths, hundreds of wounded, illegally detained and tortured.
