Since last weekend, the rains and winds brought by Hurricane Julia have caused serious flooding, landslides and other geological disasters in Venezuela, Colombia, Costa Rica, El Salvador, Nicaragua, Panama and other Latin American countries, with a heavy toll in lives and infrastructure.
The authorities of some countries declared the maximum emergency to counteract the devastation and aid to the victims.
