The session was convened in response to a request of 72 of 137 lawmakers, who seek to analyze the relevance of the measure ordered for Pichincha, Cotopaxi and Imbabura, where marches and road closures are taking place in the framework of a national strike that has already completed a week.

According to reports, the plenary session not only reviews the disposition, but also convenes indigenous leaders, the president and ministers of other state entities to talk.

The issue is reviewed in compliance with article 46 of the Organic Law of the Legislative Function, according to which the National Assembly could revoke the executive decree that declares the state of emergency at any time and without prejudice to the pronouncement of the Constitutional Court.

The plenary session is held after a week of protests convened by the Confederation of Indigenous Nationalities of Ecuador (CONAIE) due to the high cost of living and increased insecurity.
